Now you no longer have to remember if you generated the clips file again.
The program checks the level clips level file to see if it's crunched or not
(i.e. you altered the level, but re-generating the clips file was not necessary)
and stops it getting recrunched.  Replacement scripts for PG and PGC included
which use this program.  Written in assembler.
