OS4 native compile of ShowTip, as the included one does not run on OS4.

This executable needs to be placed in your SFX directory.  The next release of
SFX will include a working 68k compile of ShowTip but this can be upgraded with
this one (there is no functional difference) if you prefer OS4 native code :-)
