NEW:  command line arguments

Autotempo is a plugin for OctaMED that adjusts the pitch
(and therefore playback speed) of a sample so that it fits
the tempo.  This is useful for getting breakbeats in time
with the rest of the music.

Quick start:
 -  load a breakbeat sample (not too long)
 -  set the tempo to something BPM
 -  run autotempo
 -  enter note C-3 at lines 000 016 032 and 048
 -  play block
See how the sample is exactly in time, without any hassle
trying out different notes / tunings / tempos.

Autotempo uses the following information:
 -  length of the current sample
 -  default pitch of the current sample (if no default pitch
    is specified then C-3 is used)
 -  current tempo (must be in BPM mode)
 -  length of the range selected in the tracker editor (if
    no range is selected then 16 is used as the length)
and changes the instrument transpose and finetune settings
so that the default pitch of the sample will play for the
length of the range at the current tempo.

Alternatively you can specify the stuff that is normally
got from OctaMED on the command line.  Type cha_autotempo ?
for help.

If the selected range or the sample is too short or too long
for the sample to be played in the range, then nothing is
changed and a message is printed.  Select a range that fits
better with a sensible pitch for the sample.

Limitations:
 -  no support for SPD tempo mode (this mode is obsolete)
 -  only octaves 1 to 3 are supported (that's all I need)
 -  slight adjustment of finetune and/or tempo may be needed
    occasionally to get an exact fit (due to rounding errors)
