Oberon-NonFPU.lha is an additional archive to use "Oberon System V4 for
Amiga V1.4" without a floating point unit. You need the main archive
Oberon.lha to extract the rest of the system.

Extract this archive into the same directory where you extracted
Oberon.lha . Now click to the Oberon Icon to start. O4A will use the
Non-FPU files automatically if necessary.

The compiler still generates FPU code, therefore you can not use 
REALs in your own programs. Everything else should work.
